Charles D. Linebach, CHMM Principal |
Mr. Linebach provides senior leadership and direction on environmental assessment, compliance and auditing projects. He has a degree in Environmental Science from Eastern Kentucky University and has 20 years experience in a variety of areas including hazardous waste and hazardous materials management, regulatory compliance, environmental auditing of industrial facilities, and assessment of contaminated properties. He has worked throughout the United States and has experience in a wide range of regulatory arenas including RCRA, CERCLA, USTs, TSCA and OSHA, and various state programs. He has also been heavily involved in environmental health and safety, personnel training, and evaluating and managing indoor environmental issues such as asbestos and mold. Prior to establishing Linebach Funkhouser, Inc. with co-founder Roy Funkhouser, Mr. Linebach was a Principal with a large multi-national environmental engineering firm.

Roy V. Funkhouser, P.G. Principal |
Mr. Funkhouser provides senior leadership and direction to environmental assessment and remediation projects. He has a bachelors degree in Geology and Speech-Communication from Eastern Illinois University and a master's degree in Geology (Hydrogeology Specialization) from Indiana University. He has 22 years of experience in assessing and remediating contaminated soils and groundwater, developing cost-effective approaches to compliance issues and negotiating reasonable environmental and engineering solutions with regulators. He has experience with RCRA, CERCLA, UST and various state voluntary cleanup programs. Since 1992 he has been involved in the preparation and use of risk assessments to develop cleanup levels and he has been involved in Brownfield and Brownfields-related projects since 1995. Mr. Funkhouser has worked on projects throughout the United States. He is a registered/certified professional geologist in 5 states and is a certified professional hydrogeologist in the state of Washington. Prior to establishing Linebach Funkhouser, Inc. with co-founder Doug Linebach, Mr. Funkhouser was a Principal with a large multi-national environmental engineering firm.

Russell H. Brooks, P.G. Senior Engineer |
Mr. Brooks provides project management leadership and direction for environmental assessment and remediation projects. He has a degree in Geological Engineering from the University of Missouri-Rolla and has 10 years experience in assessing and remediating petroleum contaminated soils and groundwater associated with underground storage tanks (USTs) and RCRA facilities at numerous locations across the country. His responsibilities included serving as project manager for environmental related projects associated with State Transportation Cabinets. Tasks included developing cost-effective project estimates and completing UST related closures, assessments, and corrective actions while serving as the liaison between the client and pertinent regulatory agencies. He also has experience in multi-phase site assessments including RCRA, CERCLA and dry cleaning plant related projects. Prior to joining LFI, Mr. Brooks was a Project Geologist with a large multi-national environmental engineering firm.

Bradley L. Coyle, CHMM Project Geologist |
Mr. Coyle manages and coordinates field operations associated with Phase I & Phase II environmental assessments, air quality investigations, International Standardization Organization (ISO) 14001 implementation, UST/AST removal/closure, asbestos inspection/sampling, sub-surface investigations, and remedial action projects. He has degrees in Environmental Geology and Geography from Western Kentucky University and has over 6 years of experience. He has been involved with sampling, delineation, and remediation of PCB, volatile organic compound, and metals contaminated groundwater and soil sites (RCRA related projects). He has also been involved in various types of environmental compliance issues including large and small quantity generator hazardous waste management/inspection/minimization, general regulatory compliance (air, hazardous-waste, wastewater, stormwater), permit application preparation, compliance auditing, and industrial and sanitary wastewater sampling.

R. William Johnston, P.G. Senior Geologist |
Mr. Johnston provides project management leadership and direction for environmental assessment and remediation projects. He has a degree in Geology from North Carolina State University and has 18 years experience in assessing and remediating contaminated soils and groundwater in numerous states across the country. Prior to joining LFI, Mr. Johnston established his own environmental consulting division complimenting the efforts of a petroleum equipment/construction, contracting company. His responsibilities included serving as division/project manager for all of the environmental related projects associated with this division. Tasks included developing cost-effective project estimates and completing UST related closures, upgrades, assessments, and corrective actions while serving as the liaison between an extensive client base and pertinent regulatory agencies. An alternate task included filing reimbursement documentation with various statewide sponsored UST environmental assurance funds. He also has experience in multi-phase site assessments including RCRA, CERCLA and dry cleaning plant related projects. Mr Johnston is a registered/certified professional geologist in several states. Mr. Johnston was formerly a Principal with a large multi-national environmental engineering firm. In addition to his technical degree, Mr. Johnston has an MBA from Indiana University-Southeast.

Leanne L. Monsour, CHMM Project Scientist |
Ms. Monsour specializes in regulatory compliance consulting for industrial clients. She has a degree from Ball State University in Natural Resources Environmental Management and 7 years of direct environmental, health and safety experience, including over four years as adjunct, onsite EHS staff on long-term contract to a key Fortune 500 client. Her in-house responsibilities include hazardous and solid waste management and compliance; wastewater and stormwater management, permitting, monitoring, and reporting; hazardous materials and hazardous substances management and reporting; emergency preparedness and planning; and air permitting and emission calculations. As a Certified Hazardous Materials Manager, she is often called upon to assess and assist with a variety of EHS issues across a wide range of facility operations. Ms. Monsour was formerly employed with a national environmental engineering firm.

Jason M. Pfeiffer, CHMM, REM Project Environmental Scientist |
Mr. Pfeiffer manages field operations associated with site investigations, air quality, and remedial action projects. In addition, Mr. Pfeiffer provides on-site supervision of Linebach Funkhouser projects. He has a degree in Environmental Science and an MBA from Indiana University and has 9 years experience in the environmental, health and safety arena. He has been involved with projects such as acquisition/divestiture property assessments; environmental site investigations and monitoring well installations; remediation system installation, operation, and maintenance; RCRA closure activities; UST removal/closure; and waste sampling, characterization, and disposal. He has collected soil and groundwater samples; conducted environmental reviews and investigations; and performed oversight activities for various environmental management activities. Mr. Pfeiffer has also performed environmental and safety compliance audits at a variety of industrial facilities, and provides regulatory assistance and management of EPA- and OSHA-related permits and programs. In addition to his technical degree, Mr. Pfeiffer has an MBA from Iniana University-Southeast.

Timothy Hooker, P.E. Senior Engineer |
Mr. Hooker has nearly 20 years of industrial and consulting experience. Prior to working at LFI, he led the air and water compliance programs for a Fortune 500 appliance manufacturer. His primary expertise is air pollution control and compliance. He has managed and conducted numerous air projects, ranging from compliance audits to emission inventories to dispersion modeling to stack sampling to permit negotiation. He has an in-depth knowledge of the Title V permitting requirements, the MACT standards, and the PSD/NSR process. He strives to develop compliance strategies that are not only acceptable to regulating agencies, but ones that are also cost effective and minimize risk to the permit holder. Mr. Hooker has a Master's degree in Chemical Engineering from the University of Louisville.

Kris Fields, P.G. Senior Hydrogeologist |
Mr. Fields provides project management leadership and direction for environmental assessment and remediation projects. He has 7 years of experience conducting due diligence projects including Phase I Environmental Site Assessments (ESAs) and Phase II Environmental Site Investigations (ESIs) for commercial and industrial real estate transactions. Mr. Fields has extensive investigative and project management experience with natural gas pipelines and compressor stations, including development and implementation of successful remedial strategies for entry into various state voluntary cleanup programs throughout the midwest and southeast. Project work includes development of innovative investigation and remediation strategies for contaminated soil and groundwater including design and installation of groundwater monitoring well networks, and collection and evaluation of geochemical groundwater data involving contaminant plume delineation, transport, and remediation. Mr. Fields has developed groundwater flow models to determine the geochemical evolution of groundwater and to delineate time-of-travel flow paths and capture zones. He also has experience with multi-phase site assessments including RCRA, CERCLA, Army Corps of Engineers (COE), and dry cleaning plant related projects. Additional experience includes research, review, and document preparation for litigation support related to hydrogeologic and/or land use issues. Mr. Fields holds a bachelors degree in Geology from Hanover College and a master's degree in Geology from the University of Cincinnati.

William L. Tucker Staff Scientist |
Mr. Tucker specializes in regulatory compliance consulting for industrial clients. His degree is from Indiana University Bloomington in Environmental Management. He has a broad range of experience; including drafting and consulting on storm water management plans and experience managing and troubleshooting industrial water treatment systems including waste treatment operations, cooling towers and boiler systems. In addition, Mr. Tucker is experienced in industrial EHS and has provided in house expertise to numerous fortune 500 companies. His in-house responsibilities include hazardous and solid waste management and compliance; wastewater and stormwater management, permitting, monitoring, and reporting; hazardous materials and hazardous substances management and reporting; emergency preparedness and planning; and project management responsibilities.

Jack C. Wilhoit II, P.G. Project Geologist |
Mr. Wilhoit is a Project Geologist with more than 7 years of experience in all aspects of environmental protection and remediation, including coastal management. Mr. Wilhoit’s experience includes: wellhead protection planning; groundwater modeling; human health risk assessments; facility investigations; and remedial investigation/feasibility studies of petroleum-impacted and hazardous waste facilities. In addition, Mr. Wilhoit has experience with coastal management issues including sediment budgets and morphodynamic analyses of tidal inlets and deltas. Before joining LFI, Mr. Wilhoit managed Florida Department of Environmental Protection Petroleum Pre-approval Program contracts for a large multi-national firm in Tampa, Florida. Task-specific experience included soil and groundwater assessment, report writing, personnel training, and equipment maintenance. Mr. Wilhoit has worked on a variety of projects, including petroleum-impacted sites, chlorinated solvent-impacted sites, and several US EPA Superfund sites under the direction of the US Army Corps of Engineers. Mr. Wilhoit has a Bachelor of Science degree in Geology from the University of Kentucky and a Master of Science degree in Geology from the University of South Florida. Mr. Wilhoit is a licensed Professional Geologist in Florida and Kentucky.

Brendan Merk Project Hydrogeologist |
Mr. Merk is a licensed Professional Geologist in Indiana and Kentucky with ten years experience in hydrogeology and environmental consulting. Mr. Merk has been involved with all aspects of Underground Storage Tank (UST) compliance and soil and groundwater remediation with additional experience with Phase I and Phase II Site Assessments and landfill and industrial investigations. Excellent communication, technical writing and problem solving skills allow Mr. Merk to interact effectively with clients and regulatory agencies. He has a B.S. degree in geology from Ball State University and completed a M.S. degree in geology from the University of Cincinnati in 2005. Thesis work involved the development of an advanced transient groundwater flow and particle tracking model to assess the potential for Cryptosporidium parvum contamination at a water facility in an Ohio aquifer. Additional groundwater modeling experience involved the development of a model to track the transport of free phase gasoline to private water wells in a Georgia aquifer.

His experience integrates a wide range of environmental arenas including compliance audits, soil and groundwater remediation, RCRA and CERCLA corrective action, groundwater protection plans, Risk-based Closure, Brownfield management, Phase I and II environmental site assessments, asbestos assessments, industrial hygiene sampling, and UST management. Prior to joining LFI, Mr. Leachman was a Senior Geologist with a large multi-national environmental consulting firm.

His experience includes development and implementation of soil and groundwater remedial strategies, RCRA and CERCLA corrective action development, Phase I and Phase II environmental site assessments, asbestos and lead paint assessments, UST management, UXO investigations, regulatory assistance and management planning.

Mr. Alexander has 16 years of experience in environmental consulting and has a degree in Fine Art/Photography from the University of Louisville. His extensive experience includes AutoCAD drafting, site surveying and mapping, well drilling oversight and well installations, and operation of Geoprobe direct-push drilling equipment and hollow-stem auguring equipment for environmental and geotechnical investigations. He also has experience in soil and groundwater monitoring and sampling activities, remediation system installation and maintenance, Phase I and Phase II environmental site assessments, and asbestos and lead paint inspections and sampling.
